How I voted, planning, 8th April 2013

At planning last night, I think we set a record for times we voted against the recommendations of the officers, in support of local residents. It was really a display of representative democracy at its best.  The planning group has come together pretty well as more of us know more of the law and more of us are able to take on the recommendations of the planners when they are clearly opposed to what is best for the residents.  so here’s how I voted, you will have to ask you Councillor how it is that he voted…

WIN LAND AT, SNOWS RIDE, WINDLESHAM
2012/0117

  • Planners Recommendations: this is a return application from November 2012, recommended for approval
  • Issues of Contention: traffic contention, potential for antisocial behaviour, residents feel that the requirements for re-consideration have not been made. The matter really should be dealt with by the Executive first. Great deal of controversy amongst the councillors as to whether it should be dealt with by the Executive first.
  • How I voted: against, matter refused by 6-8
  • Why: this application was ill fated from the start, we do not agree the change of use based on the harm to the amenity, management report submitted concerned the committee and were found to be unsound

BAG BAGSHOT CRICKET CLUB, LONDON ROAD, BAGSHOT, GU19 5HR
2012/0792

  • Planners Recommendations: grant
  • Issues of Contention: access issues from the A30, nothing else
  • How I voted: approve, unanimous
  • Why: no reason not to do this

STM BEAUMONT LODGE NURSING HOME & 23 HEATHERLEY ROAD, CAMBERLEY, GU15 3LX
2012/0794

  • Planners Recommendations: defer and delegate, approve
  • Issues of Contention: huge size of the development, no change in car parking?
  • How I voted: refuse and override the officers, 13-1 to refuse
  • Why: parking, bulk, and street scene

WIN W J MEDHURST AND CO LTD, HOME FARM, CHURCH ROAD, WINDLESHAM, GU20 6BH
2012/0795 & 0796

  • Planners Recommendations: approve
  • Issues of Contention: none that we could see, Parrish council does not object
  • How I voted: for, unanimous for both
  • Why: reduction in total amount of floor space

FRI FORMER BAE SYSTEMS, LYON WAY, FRIMLEY, CAMBERLEY, GU16 7ER
2012/0821

  • Planners Recommendations: approve with conditions
  • Issues of Contention: cycleway, gated access to the development, lighting, hours of operation
  • How I voted: I could not vote as I am a resident of Station Road
  • Why: matter carried to stop builder/worker access to Station Road, and all possible measures to minimise disruption to the residents

CHO 38 DELTA ROAD, CHOBHAM, WOKING, GU24 8PZ
2012/0828

  • Planners Recommendations: refuse
  • Issues of Contention: very small and cramped design, overdevelopment for the site, flooding already
  • How I voted: agree with officers, unanimous
  • Why: this is overdevelopment for no reason whatsoever

2013/0039 & 0040

  • Planners Recommendations: approve
  • Issues of Contention: none that we cold see
  • How I voted: approve, unanimous
  • Why: No reason not to

CHO BURWOOD, LITTLE HEATH ROAD, CHOBHAM, WOKING, GU24 8RJ
2013/0059

  • Planners Recommendations: reject
  • Issues of Contention: 11 letters of support, no objections; no objections from SCC or Chobham Parish Council.
  • How I voted: against officers’ recommendation; unanimous
  • Why: there is no reason to refuse this other than the technical violation that might be in force regarding the greenbelt. This has no impact on the greenbelt or the amenity of the use of the area.

STM HOMEBASE, 560 LONDON ROAD, CAMBERLEY, GU15 3UF
2013/0060

  • Planners Recommendations: grant
  • Issues of Contention: this application is for a storage area subsequent to the initial application to change from a Homebase to a Next store.
  • How I voted: against, matter was granted 9-4 with 1 abstention
  • Why: I feel that this is just another corporate manipulation of the planning rules and laws.  I know it was probably meaningless, but I feel like a stand needed to be taken…

  • Planners Recommendations: approve
  • Issues of Contention: none
  • How I voted: approve, unanimous
  • Why: No reason not to
