Why I voted as I did, Planning Meeting 13/03/2013
BIS THE SPORTS GROUND, CHURCH LANE, BISLEY, WOKING, GU24 9EA #2012/0639:
Planners Recommendations: turn down
Issues of Contention: unsuitable development of the greenbelt
How I voted: against; result: 12-2
Why: a less intrusive development was turned down and upheld on appeal, it is not necessary, It is a commercial development, and the interruption to the local residents is unnecessary
FRI LAND AT, LYON WAY, FRIMLEY, CAMBERLEY, GU16 7ER #2012/0719
Planners Recommendations: approve, but with issue of drainage being solved
Issues of Contention: drainage, traffic
How I voted: approve, unanimous
Why: this is the parking for Frimley Park Hospital, and very necessary
LIG 38 GUILDFORD ROAD, LIGHTWATER, GU18 5SN 2012/0766 03 18
Planners Recommendations: approve
Issues of Contention: many residents are opposed to it because of the local parking considerations, noise etc. Residents do not object to the dance studio, just the parking. Even Richard Wilson supported the application, most articulately.
How I voted: for, measure approved by 11-2, 1 abstention
Why: this is a good business for the village of Lightwater, there is no material planning reason to turn this down. Ms. Bowen was very well spoken.
STP 1 LIME AVENUE, CAMBERLEY, GU15 2BS 2012/0785
Planners Recommendations: refuse, it is so huge it would tower over the neighbourhood
Issues of Contention: it is dominating in form, and unnecessary
How I voted: to turn down, matter was unanimous
Why: it was turned down and refused on appeal, it is totally out of character
MYT 103 MYTCHETT ROAD, MYTCHETT, CAMBERLEY, GU16 6ES #2012/0812
Planners Recommendations: approve subject to some considerations,
Issues of Contention: feeling that convenience store is not necessary, people will park in the front and block the road. There are already 4 convenience stores there, too much now. Does not really give any more choice
How I voted: against, unanimous vote against
Why: contrary to SCC traffic proposal, as by Mrs. Chapman, and too many stores there now…
FRI FORMER BAE SYSTEMS, LYON WAY, FRIMLEY, CAMBERLEY, GU16 7ER #2012/0821
Planners Recommendations: approve
Issues of Contention: see below…
How I voted: I was not allowed to vote as it was determined that I had a disclosable pecuniary interest as a homeowner by the monitoring officer
Issues:
- Gate onto Station Road
- Cycleway on Station Road
- # people there during lunch breaks etc.
- Publication of SH flood assessment risk in 2008 after the floods of 2007 gives many reasons not to do this.
- 74% water is severely polluted on the current run off
- Section 6-2 of report on “necessary development”
- Sec 6-1, flooding from other sources should be considered at all sites using a Sequential Approach, as advocated by PPS25. In applying the Sequential Approach to other sources of flooding, development should be steered toward areas considered to be at a lower probability of flooding. As such careful consideration should be given to the suitability of sites where there has been a higher concentration of incidents reported or identified
Matter was deferred until the next meeting when County Highways can be brought into this
All other matters deferred until next meeting at 18/03/13, as the above matters took us to over 10:00 pm.
