Preliminary business: approval sought for Runnymede Borough Council be authorised to consult on our behalf on the DERA North site. Done because most of the site is in Runnymede. Vote approved by 9-3, I voted to approve.

HORTICULTURAL NURSERY, BAGSHOT ROAD, CHOBHAM, WOKING, GU24 8DB 2012/0385
Planners Recommendation: approve
Issues at hand: there have been several issues regarding the wildlife on and near the site, but all has apparently been solved
How I voted: approve, the vote was approved 8-4
Why: this is a small business that seeks to set up a petting zoo for young children. This has been in front of us for a long time and it has been opposed by several who are just being awkward to show they can be…

Planners Recommendation: defer and delegate
Issues at hand: conditions to be approved
How I voted: approve, matter carried 13-1
Why: it is necessary development and will add to the environment quite nicely over what is there now… There is clearly an issue of parking, but County Highways has approved it, so that is hard to go against, as it would probably be overturned on appeal.
Speaker: Sue Helliwell, speaking in objection because of the overlooking of the garden of the adjacent property. Concerns about traffic movements as well. Would like conditions attached about overlooking of the properties.

Issues at hand: formerly industrial buildings to be converted to 8 residential properties, there is no objection locally and would add to the environment. 2 of them are “affordable”, if there are 9 or above units, it has to be 20%…
How I voted: approve, unanimous
Why: right thing to do

LAND OPPOSITE 14, WATCHETTS ROAD, CAMBERLEY 2012/0652
Planners Recommendation: refuse because the changes there by making it residential.
Issues at hand: no amenities there, to garden space
How I voted: against refusal, motion carried, only me and 2 others did not agree
Why: if people want to live there, let them, it’s actually a not bad place to live in the Center of Camberley

ELI LILLY & Co, ERLWOOD MANOR, LONDON ROAD, WINDLESHAM, GU20 6PG 2012/0723
Planners Recommendation: grant application to put plant on the roof of one of their buildings
Issues at hand: the campus is remote and would have no affect on the amenities of the residents of the area
How I voted: approve
Why: it only adds to the use of the buildings

Planners Recommendation: was to refuse, but the matter has to be deferred
Issues at hand: consultees have not been sufficiently dealt with
How I voted: to defer, unanimous to defer
Why: further consideration is needed

Planners Recommendation: refuse because of its height and mass
Issues at Hand: it is a massive proposal
How I voted: big, but there are lots of big buildings there
Why: there is really no reason to refuse this

Issues at hand: none that I can see

Why: no reason not to

Planners Recommendation: defer and delegate to the Executive Head of Regulatory Services
Issues at hand: none that we can see
How I voted: approve, vote was unanimous
Why: it is a good use of the property, there is a real issue here for a simple change of use, the cost is about £7,000, just to gain the permission. Cllr. Fennell spoke about the business aspect of the outrageous cost to do this. This is seriously anti-business, and should be changed by the Executive of the Council.

Issues at hand: trees under tree preservation orders, would be a change to the character of the area…
How I voted: support the officers report to refuse, unanimous
Why: clearly wrong idea in the wrong place

Issues at hand: grilles proposed, on the ground floor
How I voted: approve, unanimous
Why: clearly good idea
